The 3rd RKS meeting of PHC(N),Paschimbad started at 10.30 AM in the morning on 21st October,2008 at the PHC,campus,Paschimbad with active Chairmanship of Mr. Ajay Kumar Dhal.Mr. Rajendra Kumar Rana,Coordinating Member,ARM,Baliapal cum member of RKS welcomed the members and special invitees to the meeting and presented a brief report of PHC achievements upto September,2008.The proceedings of the last LMC was read & approved in voice vote. The RKS members instructed the PHC management to complete the unfinished agenda from the previous RKS proceedings at the earliest.
The following observations and opinions were expressed by the members for further action on rural health management and PHC improvement.
1. It was decided that the unspent balance of Rs. 1.35 lakh under Ambulance head, being left unutilized for RKS formation delay & flood distress, to be utilized for PHC development works.
2. The Ambulance of ARM being employed for PHC work since 1st October ,2008 was approved by the RKS to run within the financial stipulations of PPP guidelines henceforward(24 hours).ARM will be reimbursed the following expenses.
I. Expenses of Drivers: Rs.8000/-
ii. Vehicle repair & maintenance: Rs.2000/-
Iii.Yearly insurance fees: Rs.1000/-
IV. Additional POL as admissible /actual expenses.
3. ARM was instructed to take up PH & sanitation related construction cum repair works of the PHC by moving immediate proposals to RWPH,Bhubaneswar.
4. Similar proposals to be moved to RW(Electrical,Bhubaneswar for electrification of PHC campus.
5. Furnishing of the PHC to be taken up through the unspent amount of Rs. 1.35 lakhs were as follows:
I. Purchases:
i. Bed side cabin- 04
ii. Steel Almirah- 02
iii. Power generator-01
iv. Waste disposal- 02
v. Walky talky telephone set-01
vi. Autoclave- 01
vii. TLC Chamber- 01
viii. Street light fittings- 01 set
ix. Purchase of staff uniforms- 06 pair
II. Repairing works:
i. Repair of existing water tank, celling fans & pump set.
6. Registration of PHC with the pollution Control Board at the earliest in consultation with DPM,Balasore.
7. PHC management was advised to apply and avail the PDS facilities of Jaleswar Block for essential commodities of patients’ requirement & PHC functioning.
8. RKS Chairman and Zilla Parishad Member ,Mr. Ajay Kumar Dhal was requested to arrange one tube well in the PHC campus for drinking water and he consented in the affirmative.
9. Medical Officer ,(IC) ,Hatigarh was requested to enhance the supply of ORS packets, saline bottles & contraceptives to PHC ,Paschimbad as per the increased demand.
10. RKS member unanimously decided upon the increased demand of medicines for PHC and instructed ARM to represent NRHM, Bhubaneswar for permission & approval in this regard.
11. Consequent upon, flood menace in the PHC area, the proposed OPD building was decided to be minimum of two storied to counter flood distress.
12. A proposal was accepted to invite a specialist gynecological doctor once a week to the PHC campus & meet his expenses through public collection of user’s fees of Rs. 10 /patient.
13. RKS members agreed to replenish the extra expenditure for treatment of flood victims in mobile camps from existing untied fund under approval of the CDMO,Balasore.
14. The house urged the PHC staff to complete the targeted health extension activities by this year end(December 2008)
The meeting was wrapped up after a vote of thanks proposal at 3 PM followed by a visit to campus units just after the lunch intermission.
