The first Rogi Kalyan Samiti (RKS) meeting of Primary Health Centre (New), Paschimbad sponsored by NRHM, Govt. of Orissa was held at its campus premises on 29th MAY, 08 as per the set agenda. The signatories to the meeting at the bottom of the proceedings constitute the members of the RKS as per the PHC guideline.
The minutes started at 10.30 AM with the lighting of candles by local zilla parishad member Mr. Ajay Kumar Dhal and other dignitaries. Sri Rajendra Kumar Rana, the Coordinating Member of ARM cum Member of RKS welcomes and introduced the guests after inauguration. He gave a brief account of PHC activities and achievements during the short period of 4-5 months. Mr. Ajay Kumar Dhala chaired the proceedings with medical officer, CHC Hatigarh, Dr. Ashok Kumar Pattnayak as the Vice-Chairman.
The Samiti member of RKS discussed the agenda point by point and arrived at the consensus to take immediate action on the following proposals cum action area for better functioning of the PHC.
(i).
Opening of a joint account in favors of Rogi Kalyan Samiti PHC (N) Paschimbad at United Bank of India, Chhamauj as per PHC guidelines with PHC and CHC MOs as its Joint Operator.
(ii).
Demolition of old and unsafe main building and representation for construction of a new outdoor block.
(iii).
Efforts to increase the number of beds in the PHC along with medicine cost which are quite scanty at present.
(iv).
Speedy electricity and telephone connection to the PHC building for communication and comfort of patients.
(v).
Enhanced PHC furnishing items of furniture& fixtures, pathological equipments, oxygen cylinder for PHC and construction of an ambulance shed and toilets in the PHC campus.
(vi).
Sufficient stockpiling of ORS, saline bottles, halogen tablets and other life savings medicines before the rainy season to be procured from the CHC, Hatigarh.
(vii).
All staffs to stay at PHC vicinities from 15th June positively for catering to the round-the-clock emergency requirements of serious cases(patients)
(viii)
Initiation of ambulance service for PHC operational area from 1st June, 2008.
(ix).
The committee members unanimously assigned ARM, Baliapal with the responsibility of conducting the health extension activities (as per budget) of PHC with immediate effect.
The members of the Rogi Kalyan Samiti were all praise for the maiden initiative taken up by State Health Deptt. for rural health promotion as well as the good work done by the hospital staff within this short period in meeting the need and aspirations of Paschimbad people and making the hospital function from it’s abandoned status. Yet, the members were of the opinion that much was needed to be done to make the PHC a model and delivering one in future.
The vocational training of Risk Girls has been started since April 2008 under the financial assistance of esteemed ACA, Denmark.A total of 160 numbers of risk girls of Baliapal Block have been identified to be oriented, organized and trained on selected income earning vocations of their choice for future self employment, gender abuse, girl child labour and trafficking securities.

Baliapal block of North Balasore is recurrently a flood prone area. The severe flood of last rainy season divested lives and properties of thousands of poor people and remote rural river side villages. The timely relief and rehabilitation assistance through the project support of CASA, Bhubaneswar could save many valuable lives of women, children and aged along with homeless population from complete extinction. ARM on its part did the best identify the area, problems and the affected people in collaboration with CASA. The distribution of livelihood materials and shelter assistance under the project titled flood rehabilitation programme 2007 has been given below:
Construction of shelters for 275 homeless families in 40 low lying areas of Baliapal Block
Construction of 4 High Rise Platforms with 32 Toilets and 12 Tube wells for the shelter.
Livelihood support for 1495 flood affected vulnerable community people .
Major impacts of the project :
Paddy seeds 672.5 Quintals to 735 families covering 2241 acres of flood affected lands.
Groundnut seed support of 71.25 quintals to 75 farm families covering 3562 acres of flood affected farmland.
Goats 630 nos. to 315 BPL landless families earning livelihood for 1764 poorest of the poor.
Fishing net support to 370 landless life risked fishermen to earn livelihood through 70 nos. of monofilament nets & 300 spread type nets.
Family nutrition & protective food provision through 70 nos of cocoplants, 35 mango saplings to 35 families.
High based individual shelter against future floods to 275 families protecting 1595 people/women/children from sun & rain related sufferings.
4 nos of High size giant size community platform pendals 100’X100’X12, dimension with 32 toilets & 12 tube wells to manage life during floods without loss of life & essential properties.
Keeping in view the location of Badhapal high school in low lying river bank of Subarnarekha, an attempt has been made to construct a latrine cum bathroom complex consisting of 8 latrines and 2 bath rooms in the campus of said High schools. It has been funded by our long standing partner CRS, Bhubaneswar and BSSS, Balasore and aimed at providing sanitation cum safe squatting to about 600 boys and girls of the area being enrolled in the school complex through out the year. The high school is also intended as a flood stay centre during pick flood season where in the residing flood affected people will find the toilet complex convenient for their sanitational requirement.
The results of AVM Model School functioning through the funding assistance of ACA, Denmark in the campus premises of ARM, Baliapal has been declared. The children of poor and deprived backward have done well in the examination securing 38 % first class 28% second class and overall pass result is 100%. The girl children have excelled the boys in the performance. Excellent innovative teaching methods, joyful classroom instruction as well as expertise of teachers along with close monitoring of academic progress have contributed to the shinning outcome of class V scores.
About 315 Village Women Self-Help Groups with 4340 enthusiastic members have been organized in 72 villages of Baliapal block who are engaged in taking care of their health, literacy, sanitation, economic wellbeing & environmental promotional activities. The success on the savings & credits front of these organized women groups touches to the tune of Rs.98.6 lacs availing a credit of Rs. 542 lacs from the nearby financial institutions for enterprise promotion and resource multiplication through credit circulation.
An innovative self employment drive has been approved by honourable ACA, Denmark.This would be able to provide production opportunity and self employment assistance to 50 number of trained risk girls of Baliapal block. It has been planned to provide them with all necessary technical cum marketing back up for their income earning and entrepreneurship promotion so that they could lead full lives out of social exploitation, gender abuse, girl child labour and trafficking threats.
With an aim to recognize, support and advance the course of poor and deprived children of Baliapal Block being dropped out from schools or unable to afford primary education, an innovative School Child Resource Development Centre has been established in ARM Campus. Esteemed ACA, Denmark has come forward to provide financial and infrastructural assistance for the initiatives under which scholarship assistance to poor and meritorious students, development of extra curricular activities , training of teachers on instructional methodology as well as creative guidance to local Govt. Primary school have been promoted. Organising school children clubs in the respective schools, environmental sanitational promotion have been emphasized in the project activity outlines.
The second year’s project programmes and activities have started.
Part of rural health failure is attributed to Governmental inadequacies and systems constraints. The project activities as such fixed to organize are health seminar on “the rights of rural women to Reproductive health and empowerment” to discuss and bring forth the expect opinion and suggestions of all stakeholders in the rural health sector. The seminar was organized from 30.05.2008 to 31.05.2008 at ARM Community Centre where in 60 Participate from local administration, health department, social welfare and women and child development joined together to decide policy interventions for a safe mother and childhood in the problem pockets with emphasis on adolescent girls.
FLOOD SITUATION REPORT OF BALIAPAL BLOCK IN BALASORE DISTRICT,ORISSA.Situation Report #1, Wednesday 18th June 2008
Situation Overview :-
Balasore district of Orissa witnessed flash floods following heavy rainfall caused by a depression over the Bay of Bengal. The overflowing rivers Subarnarekha, Jalaka and Budhabalanga along with the heavy downpour inundated many villages. The badly affected blocks of the district are Jaleshwar, Baliapal, Bhogarai and Basta. Official sources say 7.75 lakh people in 948 villages of 98 Gram Panchayats were affected. 887 villages were marooned and 14328 families were evacuated to safe shelters. The situation was at its peak on 15th-18th June 2008. On 17th June the deep depression crossed Orissa and the rainfall has since then lessened. Water in the swelling rivers has been receding but the overall flood situation is grim. Last reports quoted 48632 cattle and 34300 hectares in four blocks have been destroyed. Hundreds of houses
have been damaged but exact figures were not available. With the houses in the rural areas made of mud, they were the first casualty to the rising waters.
Transportation services to Baliapal, Jaleshwar and Chandneshwar has been affected due to breaches at several places on the state highway or sub roads. Electricity and telecommunication services too have been disrupted. High incidence of diarrhea in these blocks has been reported.
Government Initiative :-
State Government had mobilized two units of Orissa Disaster Rapid Action Force for the rescue and relief work. District administration just initiated for the distribution of food materials in the affected villages.
Rapid Assessment :-
Alternative for Rural Movement,Baliapal undertook a rapid assessment in Baliapal . The team visited 15 villages of the Baliapal Block and undertook discussions with the block administration, KVK, Baliapal and health department.

In discussions with the Block Development Officer, ARM assured their support with medical personnel and medicines for the affected areas. The other immediate needs need is some temporary shelter from the rains as the mud houses have collapsed.
Discussions with KVK personnel suggested that maximum farmers cultivating paddy in low and medium land generally have no hope for Kharif crop in this area. But the farmers who cultivated vegetable in up land with a loan investment of Rs 10,000 to 15,000 are most vulnerable. 90%of vegetable farmers have taken loan from cooperative society on 11% interest rate and another 10% have taken loan from money lenders on 60% interest rate within the village. Farmers are expecting that if the Government takes favorable decision they will only get the exemption of interest on the loan and the capital has to be refund. Cooperative may again sanction them loan but it will be a great burden for them to repay the loan over the next two years.
In subsequent discussions the Village Development Committees planned the following course of action was proposed
Immediate provision of tarpaulins for the families whose houses have collapsed.
Immediate provision of cloths, utensils and other sanitary materials for the affected households.
Fodder support for cattles.
Provision of dry food for the aged, widows, divorcees and most vulnerable families.
High Yielding paddy seeds for affected farmers.
Provision of teaching materials for students.
Provision of medicines for the medical mobile teams including halogen tablets for water purification.
Cleaning of villages and sanitation .
Rehabilitation support for affected people in maroon area.
